- Policy - No exceptions to inclusive policy. You cannot claim to be inclusive, but segregate "just them" (e.g kids with behavioral challenges)
- Leadership - research shows the role of the principal is critical to systems change.
- Service delivery - collaboration amongst clinicians, special education personnel, classroom teachers, and families/communities.
- Teacher professional development, with time for planning and collegial dialogue.
